ADVISORY FOR ALL RESIDENTS OF HV: IN CASE OF HEAVY RAINS/ FLOOD

Given the forecast by the IMD of heavy rains in Punjab and Himachal Pradesh, the following advisory is issued for kind consideration and information of all residents in HV:

  1. General Information:
    1. Post Yr-2023 catastrophic flooding in especially Site-II of Harbhajan Vihar (HV), a number of expansive mitigating measures were undertaken and instituted in HV.
    2. However, given the evolved rainfall pattern, and other issues, similar flooding event cannot be ruled out in the event of exceptionally heavy rainfall in spite of all the measures instituted.
  2. Request: 
    1. The storm water drains along the boundary wall and the water collection channels in the basement have been recently cleaned.
    2. Most drains/ water channels were full of garbage and debris, while some of the pumps were found clogged with the same. One pump had a shoe stuck in it.
    3. Hence, please do not discard any item discard or throw polythene bags/ items of clothing/ shoes/ sanitary napkins/ plastic items etc on the roads inside HV or in the basement- as these find their way into the rain water drains and clog the drains as well as the pumps. In turn, this clogging facilitates flooding in the basement.
  3. Monitoring of Rainfall:  The RWA has instructed the security staff to monitor the rise of rain water in/around HV, and in case of indications that the water may enter, the following alerts will be issued for all residents:-
    1. Message by the RWA on the WhatsApp group.
    2. Sounding of the siren/ hooter in CC-I and/or CC-II (as applicable). If you hear that hooter / whistle, please check the status of your assets / vehicles parked in low-lying areas immediately, as the responsibility for re-locating them to a safer place is that of the owner.
    3. Continuous blowing of whistles by the security guards.
  4. Call for Volunteers:  
    1. The RWA has provisioned about 200 x sandbags, which now placed at various points (mainly, the gates and mouth of basements) from where the flood waters can enter into HV, or into the basement.
    2. The manpower available at any one time, particularly at night, may not be sufficient to ensure emplacement of these sandbags swiftly in time.
    3. Hence, those willing to volunteer to assist are requested to indicate their willingness on this group – the RWA will call them if their valued assistance is required.
